Hint: In females, the ovary produces the gamete in which meiosis takes place. Primary follicles and the oocytes are related to the process of producing eggs. The main difference between the primary oocyte and follicle is in their structure and function inside the ovary.
Complete answer-
Ovary is the female reproductive organ that produces egg which takes part in fertilization with the male gamete. Ovary undergoes repeated changes throughout its menstrual cycle. Medulla and cortex are the main parts of an ovary. Follicles are developed in the cortex whereas oocytes develop inside the follicle. Thus, both follicle and oocyte are two structures that are developed inside the cortex of an ovary. Let us know about the oocyte and follicle.
OOCYTE- It is a cell that develops the ovum by the process of meiosis. Development of it takes place in the follicle. They are usually diploid and increase their number by mitotic cell division to produce primary oocytes. A fetus of 5 months of age contains around 7 million primary oocytes but at birth its number increases to 2 million.
FOLLICLE- It is a small secretory cavity that surrounds developing oocytes. They occur in the cortex of the ovary. The development process of the follicle is referred to as folliculogenesis. Primordial, primary follicle, secondary follicle, tertiary follicle and pre- ovulatory follicle are the stages of the folliculogenesis.
DIFFERENCE-
NOTE-
Human ovary contains the medulla and outer cortex wounded by boundaries. The medulla contains the blood vessels and nerves and the cortex is filled up with developing follicles.

PRIMARY FOLLICLES | PRIMARY OOCYTE |
It contains the primary oocytes. | It is embedded in the follicle. |
Cell division does not take place. | Cell division in the primary oocytes present in the primary follicle remains arrested at the diplotene stage of prophase 1. |
It is the small secretory cavity that surrounds the developing oocyte. | It is a cell that develops from the ovum. |

Human ovary contains the medulla and outer cortex wounded by boundaries. The medulla contains the blood vessels and nerves and the cortex is filled up with developing follicles.
