As we know, when a body moves in a circular orbit for a fixed radius the force acting on the body towards the centre of the circular part is known as centripetal force on the body. Now In order to balance this force, a concept of centrifugal force is made which is acting in a direction just opposite to that of centripetal force but acting on the same body.
Now, since we get to know that centripetal force and centrifugal force are acting on the same body but in directly opposite directions but from definition of action reaction force, reaction force acts on different body for example if you applied the force on a wall the wall exert equal amount of reaction force in opposite direction and here action reaction force act on two different bodies.So, centripetal and centrifugal force acting on the same body, so these forces are not action reaction force.

Note: It should be remembered that, centripetal force has a magnitude of $\dfrac{{m{v^2}}}{r}$ where, $m, v, r$ are the mass, velocity and radius of the body and in terms of magnitude the centrifugal force is same but acting in opposite direction.
