Hint: The one who worked to understand the interaction between two charges is the Danish Physicist. He worked to discover the concept between the interaction of moving charges. The question is about the magnetic effect of electric field and not just electric field.
Complete step by step answer:
By Magnetic effect of electric current, what do you get to know? We know that the magnet is the material that attracts iron, nickel, cobalt and many more particles and the space around which this magnetic influence is experienced is called the magnetic field.
The concept the magnetic field was developed was to understand the concept between the moving electric charges and the interaction between them in motion. One scientist worked to discover this concept and even he gives some theories but those theories are ignored. In 1820 a Danish Physicist Hans Christian Oersted again developed or discovered this concept.
Oersted performed the experiment to discover this concept in which he used a magnetic needle, wire, cell and a plug key. He put the needle in a stand and connects the wire with the cell and the plug key keeping the wire parallel to the needle and then he gets these following observations:
1. When he passed current in the direction of north to south, he noted that the magnetic needles north pole gets deflected towards east direction.
2. When he reversed the current direction, he noted that the direction of deflection of the north pole of the needle is also reversed i.e. towards the west direction.
His observation and his theories are accepted and Oersted is known as the discoverer of the magnetic effect of current.
So, the correct option is b.
Note: Always note that this concept was taken in light by Italian Jurist but the main discoverer of this topic is the Danish Physicist Hans Christian Oersted. This topic was developed by him.
Maxwell is related with electromagnetism and Ampere discovered the relationship between electricity and magnetism.
Electric field was discovered by Michael Faraday.
