During the period 480-775 CE, Valabhi was the capital of the Maitraka empire. It was a major international commerce port in Saurashtra; today, it is known as Vallabhipur, and it is located in the Bhavnagar district of Gujarat in western India, and it is identical to the old state of Vala.

According to legend, the city was founded in the third century by a Kshatriya named Vijayasena. From Vallabhi through the ninth century, the Maitrakas governed the peninsula and parts of southern Rajasthan. They are descended from General Bhatarka, a Gupta military administrator of the Saurashtra peninsula during the reign of Skandagupta.

Between 600 and 1200 CE, the University of Valabhi was a prominent Buddhist learning centre that championed Hinayana Buddhism. For a time, the university was thought to be a rival in the sphere of education to Nalanda in Bihar.
